This article provides a description of the permissions in each module of Illuminate Special Education (ISE).
In the images below, the permission name is on the left and three radio buttons appear on the right.
The first column is "Yes," the second column "No," and the third column "Default."
In this document, permissions flagged as "Yes" (first column) are pertinent to ISE.
Permissions flagged as "Default" (third column) are not related to ISE and should remain set to default.

Where to Start
To access and modify permissions Click Administration Cog-> Permissions.
Once you have made the appropriate selections from the Permissions page click "Load."
Note: Access to permissions is itself permissions based. Please contact your system administrator if you feel you do not have the correct permissions. You should select the Permission Scope and Module that you wish to work in. The third drop-down, in this example, the Role, is dependent on the Permission Scope. Most districts set permissions at the Role level.
Administration Module
The Bulletin Widget Permissions allow the system admin to control which messages appear on the bulletin.
All other permissions can remain set to "default" as they are not part of the Special Education Module.
Note: The bulletin will display for all sites. We recommend granting these permissions only to the system administrator.
Code Management allow users to modify and customize information that appears in certain drop-downs and menus within the IEP and REED.
All other permissions can remain set to "default" as they are not part of the Special Education Module.
Manage Duplicate Students allows users to merge duplicate students.
Favorites allows users to make a custom report appear on the District Favorites widget on the Dashboard for all users.
All other permissions can remain set to "default" as they are not part of the Special Education Module.
The Sites permissions allow users to add, delete, and modify Sites in the Administration module.
The modify permission is necessary to add/change Instructional Weeks and Total Building Clock Hours.
The Permissions settings allow users to modify and copy permissions.
All other permissions can remain set to "default" as they are not part of the Special Education Module.
The Roles permissions allow users to create, delete, or modify the roles that exist in ISE.
All other permissions can remain set to "default" as they are not part of the Special Education Module.
Sharing permissions allow users to share reports district-wide or with sites other than their own.
Users permissions allows the manual creation of users, modification of user information, and the ability to impersonate a user.
All other permissions can remain set to "default" as they are not part of the Special Education Module.
Note: Become another user allows users to impersonate ANY user in the system and inherit his/her permissions. This should be used with caution.
Admin Validation Logs allows users to see the data that was imported via the nightly or manual data load process.
This also grants users access to the import error reports.

Focus Encounter Permissions- Enables the Medicaid Module
Focus IEP Permissions- Enables the IEP
IEP Delete- Allows users to delete information from an unpublished IEP
IEP Modify- Allows users to create, modify, and edit unpublished IEPs
IEP Publish Override- Allows users to modify IEP information after the IEP has been published
IEP View- Enables the View link in the Select Action drop-down of the IEP Details screen.
Focus Referral Permissions- Enables the REED
Focus Module
Focus December Time Capsule Module
These permissions should remain set to the default.
The Focus December Counts Time Capsule is a legacy feature of the system.
Focus Encounter Module
Focus Encounter- Grants access to the Medicaid Provider Caseload, Student Encounters, and Student Providers links under the Medicaid tab.
Focus Evaluation Module
These permissions grant users the ability to delete evaluation logs, modify extension dates, create evaluation logs, modify evaluation logs, and view evaluation logs.
Note: The above permissions only allow for these types changes when the REED is in the "Open" status.
The above permissions grant users the ability to view, delete, and modify information on the Request and Plan pages in cases of an Initial REED.

The above permissions grant users the ability to delete, modify, and/or view METs within the REED.

Focus IEP Module
IEP Delete- Allows users to delete information from an open IEP
IEP Modify- Allows users to create or modify information in an open IEP
Open Closed Incomplete IEP Access- Allows users to re-open an IEP that has been incorrectly closed as "Incomplete: Student Moved, Incomplete: Student Died, or Incomplete: Parents revoked services before the IEP could be completed"
Permission to Place Override Access- Allows users to delete a published Permission to Place
IEP Final Publish- Only available if you use the Pre-publish feature- ability to publish a pre-published IEP
IEP Publish Override- Ability to modify information in a published IEP
IEP Open vs Published Report Access- Access to a pre-built report that shows Open vs Published IEPs
IEP Undelete- Allows users to restore deleted IEPs
IEP View- Enables the "View" link in the Select Action drop-down on the IEP Details screen
Focus Student FTE View Access- Enables the Student FTE Details link
Focus Student FTE Delete Access- Allows users to delete FTE Types
Focus Student FTE Manual Access- Allows users to assign a manual FTE
Focus Student FTE Modification Access- Allows users to Modify FTE Types
Focus Student Important Dates View Access- Enables the Important Dates link
Focus Student Important Dates Delete Access- Grants users access to delete Important Dates

Focus Student Primary Disability View Access- Allows users to view access to the Student Primary Disability link
Focus Student Primary Disability Delete Access- Allows users to delete information from Student Primary Disability
Focus Student Primary Disability Modification Access- Allows users to modify information in Student Primary Disability
Modify Placement Hours- Ability to modify Placement Hours outside of an IEP through Student Program Code Details or Student Service Code Details
Focus Student Program View Access- Grants view access to Student Program Code Details
Focus Student Program Add Access- Allows user to add programs from the student module
Focus Student Program Change District Access- Allows user to change the district of a program from the student module
Focus Student Program Delete Access- Allows users to delete programs from Student Program Code Details
Focus Student Program Modification Access- Ability to modify programs in Student Program Code Details (start and end dates are not editable)
Ability to manage personal care- Allows users to manage personal care
Program Undelete- Ability to undelete or restore deleted Programs
Script Consent Options- Enables the Scripts/Referrals link
Script Consent Historical Modification Access- Access to edit historical Script consent values
Script Consent Current Modification Access- Access to add current Script consent values
Script Consent Current View Access- Access to view current Script consent values
Focus Medicaid Module
Medicaid Delete- Access to the "Delete" link on student encounter pages and administrative Medicaid features (provided access to those features has been granted)
Case Load Encounters- Grants access to view Case Load Encounters
Access to 'Add Encounter for All Current Students'- Enables the Add Encounter for All Students link on the Medicaid Provider Caseload screen
Case Load Encounter Create- Ability to add encounters to students on one's caseload
Eligibility Files- Access to create the Eligibility Request File and to import the Eligibility Results file
Encounter Lock Override- Ability to edit/delete locked encounters
Medicaid Billing- Enables the Billing link in the Medicaid module
Medicaid Visibility- Enables the alerts on a provider's caseload indicating a student's current and historical Medicaid eligibility
Monthly Monitor Report- Access to a pre-built report that displays complete and incomplete Medicaid encounters
Add Non-caseload Access- Enables the Add Non-caseload Encounter link in the Medicaid module
Case Load Providers- Ability to view multiple student providers and to switch between these providers
Search Case Load Providers- Grants access to search for and switch between providers' Medicaid caseloads
Temporary Placement Management- Allows users to temporarily place students on their caseload for Medicaid billing (mostly used for summer school services)
Focus Student Secondary Disability View Access- Allows users to view Student Secondary Disability View link
Focus Student Secondary Disability Delete Access- Allows users to delete information from Student Secondary Disability View
Focus Student Secondary Disability Modification Access- Allows users to modify information in Student Secondary Disability View
Focus Student Service View Access- Grants view access to Student Service Code Details
Focus Student Service Add Access- Allows user to add services in Student Service Code Details
Focus Student Service Change District Access- Allows users to change the district in which services are provided in Student Service Code Details
Focus Student Service Delete Access- Ability to delete services from Student Service Code Details
Focus Student Service Modification Access- Ability to modify services in Student Service Code Details
Service Undelete- Ability to undelete or restore deleted Services
Focus Student Special Education Exstract Access- DO NOT USE (legacy ISE feature)
Focus Student Status View Access- Enables view access to the Student Status link
Focus Student Status Delete Access- Ability to delete information in the Student Status link
Focus Student Status Modification Access- Allows users to modify information in the Student Status link
Subscriber ID Modification Access- Ability to modify the subscriber ID in the Scripts/Referrals link
Focus Student Transportation View Access- Enables view access to Student Transportation Info
Focus Student Transportation Delete Access- Allows users to delete information from Student Transportation Info
Focus Student Transportation Modification Access- Allows users to modify information in Student Transportation Info
Focus Reports Module
The above permissions grant access to pre-built reports.
All other permissions can remain set to "default" as they are legacy features of the Special Education Module.
These reports are administrative in nature and provide information on evaluations, LRE, Medical Scripts, Transition Plans, and Transportation.
Site Accessibility and Visibility- Allows users to view data at the site they are signed in to
View data belonging to all other users for the logged-in site and its children sites- Allows users to view data for the site they are logged in to and any child sites
View data belonging to all other users for the logged-in site- Allows users to view data for all users of the site they are logged in to
View data belonging to non-affiliated sites (read-only)- Allows users to view data for sites that they are not affiliated to

Open Closed Incomplete Evaluation Access- Allows users to re-open a REED that has been incorrectly closed as "Incomplete: Student Moved, Incomplete: Student Died, or Incomplete: Parents revoked services before the REED could be completed"
Evaluation Override Access- Allows users to edit a published REED
Evaluation Publish- Allows users to publish a REED
The above permissions grant users the ability to view, delete, and modify information on the Request and Plan pages in cases of an Re-evaluation REED.
Note: The above permissions only allow for these types changes when the REED is in the "Open" status.
REED Undelete Access- Grants users the ability to restore deleted REEDs.
Focus Caseload Report Access- Grants access to the Caseload Report
Focus Caseload Report: Provider Search Access- Allows users to search for and generate caseload reports for other users
Focus Student Contact View Access- Allows users to view Student Contacts
Focus Student Contact Delete Access- Allows users to delete Student Contacts
Focus Student Contact Modification Access- Allows users to modify Student Contacts
Focus Student Creation Access- Grants users the ability to manually create students (this is a feature that should never be used by districts transferring data nightly from their SIS)
Focus Student Demographics View Access- Ability to view Student Demographics
Focus Student Demographics Delete Access- Ability to delete Student Demographics
Focus Student Demographics Modification Access- Ability to modify Student Demographics

Focus State System data pull Access- Grants access to pull the time capsule
Focus Student Time Capsule Deletion Access for the state system- Allows users to remove data from the time capsule once it has been generated. Deletion access will only be for those links found under the Students-> MSDS section
Focus Student Time Capsule Creation/Modification Access for the state system- Allows users to add or modify data in the time capsule once it has been generated. Create/Modify access will only be for those links found under the Students-> MSDS section
SRSD Extract Access- Enables the MSDS Extract link in Students-> MSDS section as well as grants the ability to run an MSDS Error report within the MSDS Extract link
Focus Student Time Capsule View Access for the state system- Grants view access to the links found under the Students-> MSDS section
Advanced Filters (Boolean)- Grants access to Advanced Filters in custom reports
Build Custom Reports- Allows users to create a custom report
Add Form Letter to Custom Report- Enables the Form Letter in custom reports
Manage Custom Reporting Data- Grants the ability to manage permissions for the data categories and fields in the custom report builder. Also allows renaming of those elements.
View Custom Reports- Allows users to view custom reports
Standards Module
Import/Remove Custom Standards- Allows users to import custom standards (must match specified format)
