If a student has any flags that are designated as Apportionment, they'll be included. If a student only has unreconciled/reconciled non-apportionment flags, they will be excluded. Therefore once a student has any type of present mark for the date range report they will be included in the report from the date present regardless if they are absent on subsequent days.
