Pursuant to EC48000(c), a child is eligible for TK if the child will have his or her fifth birthday between September 2 and December 2.
Note: This means that any TK students whose 5th birthday falls between the dates of September 2 and December 2 (or if school starts before September 2), count towards ADA for the entire academic year.
However, pursuant to EC48000(c), local education agencies (LEAs) may enroll children in TK at any time during the school year if the governing board determines that the admittance is in the best interests of the child, and the parent or guardian is given information regarding the advantages and disadvantages, and any other explanatory information about the effect of this early admittance. Average Daily Attendance (ADA) can be claimed for these students once they attain the age of five. CALPADS is requesting that these students be enrolled and accounted for even through they do not receive ADA prior to their 5th birthday.
Step 1: Enroll the Student
Enroll the student in the grade of Transitional Kindergarten and select the Enrollment Program as TK.
Step 2: Set up an Attendance Program Override
Once the student is enrolled, you will need to set up an attendance program override that runs from the date of their enrollment until their fifth birthday and puts them in the NON-ADA attendance program. On their fifth birthday the students will be a loss in the non ada attendance program and will show as a gain in their scheduled attendance program. When the student turns 5 years of age, they will begin earning apportionment and count towards your districts LCFF numbers.
By putting TK students in the NON-ADA attendance program you will be able to track their numbers in the daily ADA report. Below are the steps to edit a student’s attendance program by creating the program override.
Where to Start

1. Click on the Attendance.
2. Select Student Program Overrides.
Adding an Override Record

1. Once on a student’s profile, press Add Override Record.

2. Enter Session via the dropdown menu.
3. Select your date ranges (these should match enrollment date ranges to the day before the students birthday).
4. Select the Attendance Program Set.
5. Click Save.
Please note: Students will show up on ADA reports in the Non ADA attendance program based on their grade level. In the case of the student above on September 25 the student would show as a Loss from the Non ADA attendance program and a Gain in the Regular Attendance program.
