    There could be a couple of reasons for this but the most common solution is to make sure that when the file is saved it has a file type of Unicode (UTF-8). To check this you would need to have a text editor with the ability to change the file type (like Notepad or TextWrangler.) Sometimes when the file is saved it saves it as a Western (Mac OS Roman) file type. This type of file type will cause the F031 error to appear.

    Another problem is when there is a special character in the record. Open the file in question in a text editor and search for the Student ID that is causing the error. Looking at the record in a text editor should show the special character that is in that record. Once you find it you will need to go back to the SIS and clear that field out and reenter the correct value.
