When we build a State/Known Data import, we set up all the individual columns and fields based on how the test vendor formats them. The best example is a date field, such as the Student Birth Date. The test vendor may format this field as yyyy-mm-dd (eg. 2016-05-25), so we build the import tool to expect this format. However, if the data file is opened in Excel in the incorrect way, Excel will likely auto-format those date fields (for example, changing the 2016-05-25 date to 05/25/16). When the file is re-saved with these changes and imported, the result is often a failure.
